The two utilities handle interconnection and net metering differently, so the first thing we ask for on a stateline job is the name on your electric bill.

Winnebago County Building Division

Building permits and inspections for the Village of Roscoe, the Village of Rockton and the City of South Beloit are handled by the Winnebago County Building Division at 404 Elm Street, Rockford, (815) 319-4350. The county's solar checklist asks for a zoning clearance, an electrical one-line, a structural worksheet with wind, snow, dead and live loads by an Illinois design professional, and an installer certified by the Illinois Commerce Commission as a Distributed Generation Installer.

Village of Roscoe

The Village of Roscoe issues its own zoning permits, (815) 623-2829 or permits@roscoeil.gov, and says approval can take up to two weeks in the busy season. Whether a rooftop array needs a village zoning permit on top of the county building permit is a question we put to the village on each job rather than assume.

Rock Energy Cooperative interconnection

Rock Energy Cooperative runs its own five-step interconnection process. A system under 100 kW uses the co-op's Parallel Generation Application and checklist, a distributed generation fee schedule applies, and the co-op credits your bill on a cash basis each month for energy you send back to the grid.

What Illinois Shines pays here.

ComEd-served homes in Roscoe and Rockton are in Illinois Shines Group B. The program buys fifteen years of your system's renewable energy credits at a price the state fixes for each program year; since 1 June 2026 a home-scale system receives 50% at energization and the rest over six years. Illinois Shines figures are estimates until the program approves them, and Illinois Shines is not free solar.

Rock Energy Cooperative members are eligible for Illinois Shines too, but the co-op sets its own net-metering value, a monthly cash-basis credit rather than ComEd's kilowatt-hour credit, and which REC price group applies depends on the grid region the co-op sits in. We confirm both before we put numbers in a proposal.

On a ComEd account, ComEd pays a distributed generation rebate of $300 per kW on a system interconnected with a smart inverter, and Illinois lets you file form PTAX-330 so the array should not raise your assessment once you file the claim form.

The federal residential credit ended for installations completed after 31 December 2025. Business-owned systems still qualify for the 30% Section 48E credit if the project is in service by 31 December 2027. See what changed in 2026 for the full picture.
